Evaluating the Local Startup Ecosystem in MENA

SPARK commissioned Expectation State to conduct a mid-term evaluation of its four-year From Innovation to Creation programme. The evaluation was undertaken to assess the programme’s progress in strengthening local startup ecosystems in Jordan, Lebanon, Palestine, and Tunisia to support innovation, employment, and economic growth.

The study examined how SPARK’s efforts accelerated development trends, scaled best practices, and enhanced the startup environment through advocacy and regional exchange. The evaluation provided insights into both intended and unintended outcomes, offering recommendations to further equip entrepreneurial ecosystems with the means to replicate successful models and drive sustainable impact.
