Raya Rousan

Raya is an Expectation State Partner and Country Representative in Jordan.

Raya manages Expectation State’s engagement in Jordan, establishing senior relationships across government, the private sector and civil society.

Based in Amman, Raya has over 14 years of experience in business reform, access to finance and improving the business environment. Prior to joining Expectation State, Raya worked with the European Union Mediterranean MSME Programme to build the capacity of Startup Business Act coordinators and relevant stakeholders from the EU-Southern Neighborhood region, with a focus on FinTech and Alternative Finance. Prior to this, Raya led the Investment Directorate at the USAID Jordan Competitiveness Program supporting the Government of Jordan in business reforms initiatives. This included supporting the Jordan Investment Commission. Raya also worked on establishing the legislative framework for the venture capital industry in Jordan.

Raya has also previously worked at the Jordan Enterprise Development Corporation as an Access to Finance Advisor where she was responsible for the establishment of innovative financing tools tailored to meet the needs of MSMEs. This included supporting the management of the 150 million JOD Governorate Development Fund (GDF).

Raya started her career as a Financial Analyst at Transaction Advisory Services at Ernst and Young, providing corporate advisory services to companies operating across a range of sectors.
