Dr Lucy Hovil

Lucy is an Expectation State Partner, leading our Migration portfolio.

Lucy is a social researcher and widely published global expert on issues related to displacement and forced migration. She supports a broad range of governments, non-governmental organisations and donors to understand migration and conflict contexts, their impact on local populations, and how programmatic and policy interventions can improve their effectiveness.

In addition to an established research portfolio, Lucy is a Senior Research Associate of the Refugee Law Initiative (University of London), a Deployable Civilian Expert for the UK Government’s Stabilisation Unit, a member of UNDP’s Experts Roster for Rapid Response, a member of the Global Initiative Against Transnational Organised Crime Network of Experts, and the former Managing Editor of the International Journal of Transitional Justice. 

Her book, Refugees, Conflict and the Search for Belonging was published by Palgrave in 2016.
